Dear Mr Middlehurst Arts Council of Wales: Drama Strategy The Board of ITC has asked me to write on their behalf to express extreme frustration at the Arts Council of Wales. As you will know, ITC is the industry lead body for middle and small scale performing arts organisations. We represent over 475 members including most of the companies affected by the Arts Council of Wales Drama Strategy. You will have received a copy of the letter which our Chair sent Sybil Crouch in advance of the recent Council meeting (I enclose another copy). In it we suggest a constructive way forward to deal with the extremely unfortunate situation of the TYP companies in Wales. We have also instructed a firm of solicitors, Lovells, to look into the withdrawal of offers for 2000/01 from the Arts Council to five TYP companies. While we are keen to avoid legal action, we feel we must protect the interests of our members. As a result we would like to see an independent mediator consider the best way forward. ITC is very disappointed that the Arts Council has failed to respond to us by 18th February, as requested by ourselves and our solicitors. The sad story of the drama strategy is characterised by inability to meet deadlines, unclear process and decision making. For your information, ITC wrote to Alun Michael in February 1999, drawing his attention to the lack of strategy and leadership at the Arts Council; we never received a response to this letter. With the new Assembly in place, we are pleased that at last some action might be being taken in relation to the Arts Council's weaknesses. I would be grateful if you could discuss with the Arts Council our suggestion that an independent mediator be appointed to help resolve the situation, which all eight TYP companies now find themselves in.
