DURING the 18 months Sybil Crouch has chaired the Arts Council of Wales, it is fair to say that her role has been far from easy. Firstly there was the uproar over ACW's drama strategy proposals, when three companies providing theatre in education were told they were no longer required. Then came the damning reports - one commissioned by the National Assembly and one instigated by the Arts Council itself - which criticised a number of areas in its operation and strategy.
