New Writing in Wales Consultation document     

This paper takes forward the Arts Council of Wales (ACW) commitment to consult on developing strategies for new writing in the Welsh and English languages as outlined in ACW’s published Drama Strategy paper.

The consultation on new writing takes into account the current roles of Dalier Sylw and Made in Wales and ACW’s intention to involve the Sherman Theatre in future planning. The consultation also recognises that ACW will strengthen commitment to new writing through funding agreements with revenue clients. In addition this consultation recognises current weaknesses relating to career development and the development and placing of new writing in Wales.

ACW intends to develop a comprehensive strategy, or strategies, for new writing that is linked to developments at the Sherman theatre and involves strategic partnerships throughout Wales.

2 The issues

ACW is interested in hearing views on new writing relating to the following three areas:
· process. How playwrights and writers are supported and their skills developed;
· realisation. How new writing is developed for the stage;
· audience. How new writing reaches audiences.

In framing your response to ACW it would be helpful to address this question:

What should be the priorities for new writing in Wales over the next five years?

In answering this question, please consider priorities within these categories:

1. development of writers skills
2. getting the work staged and seen
3. developing audiences for new plays

ACW would also like to hear views on what a new writing organisation, or organisations, in Wales should prioritise.



3 Consultation process

ACW is seeking views widely and would be grateful for dissemination of this paper through other networks to ensure interested parties have an opportunity to respond. Additionally, ACW encourages key organisations to host small focus groups to discuss the issues raised in this consultation paper, or focus to on just a single issue (e.g. process). ACW officers will be happy to attend. Where appropriate other organisational models that support new writing will be researched in the UK and abroad.

ACW consultation on new writing will involve all possible stakeholders and interested parties as illustrated by:
individual writers; producing theatre companies (including Dalier Sylw; Made in Wales and the Sherman Theatre); presenting venues and arts centres in Wales; regularly funded project clients; professional bodies and umbrella groups (such as Wales Association for the Performing Arts, Presenting the Arts Group, Voluntary Arts Network, Welsh Local Government Association, Drama Association of Wales etc.); local authorities with a particular interest; higher education with relevant vocational courses; film and broadcast media organisations.

ACW will invite groups of the above parties to discuss and guide aspects of ACW’s thinking on new writing development. ACW’s Drama Advisory Panel will further assist in the process of developing strategies for presentation to Artform Development Committee and Council for consideration.

Focus group meetings should be convened before mid August 1999.

ACW intends to develop strategies for future provision in autumn 1999 and begin implementation of successor provision in April 2000.
