Arts Council of Wales awards grant towards the development of a new Multicultural Arts Centre in Cardiff Bay     

The Arts Council of Wales (ACW) has re-considered and approved a major Capital grant to Cardiff and District Multicultural Arts Development (CADMAD) towards the development of a new Multicultural Arts Centre in Dumballs Road in Cardiff Bay.
The grant will allow CADMAD to purchase the site in Dumballs Road and complete other preliminary work before construction can begin. ACW will be working in partnership with CADMAD to develop the next stage of the project.

Sybil Crouch, ACW's Chair said, "ACW believes that all people in Wales should have access to a diverse range of arts activities. This announcement will prepare the way for Wales to have its first dedicated multicultural arts centre at which both audiences and participants may enjoy and experience a diverse range of activities by cultural groups throughout Wales."

Jazz Iheanacho, Chair of CADMAD's Board of Management said, "This is fantastic news. CADMAD very much welcomes the decision of ACW to provide practical support towards the creation of a multicultural arts centre (MAC). It is extremely encouraging that ACW has taken this decisive step to support the MAC for Wales. Furthermore, we are heartened that ACW will work proactively and strategically with CADMAD to develop the MAC."

ACW currently funds CADMAD, and many other arts organisations which, collectively, create a varied portfolio of arts activities for a wide range of communities in Wales. A dedicated multicultural arts centre will take ACW's strategic aim to increase these opportunities significantly further.

This award also signifies a major implementation of ACW's new powers to use its lottery funds more strategically. These powers resulted from government changes to the Lottery Act in 1998, which directs how proceeds from the Lottery can be distributed to good causes. ACW is now permitted to award grants to organisations whose plans fit with ACW's priorities for developing the arts in Wales. In addition, it is now permitted to solicit bids from potential applicants for Lottery grants rather than respond only to submitted applications.

ACW has been applying these powers on a lesser scale to date. This award, however, represents ACW applying its powers to a greater degree and indicates how ACW works closely with organisations to encourage and support their artistic plans where they match ACW strategic priorities for developing the arts in Wales. This, however, does not release ACW from its obligations to evaluate an application for funding as rigorously as any other application. It does this by separating the two functions; ACW's development staff work closely with an organisation to develop its ideas whilst other staff involved in processing applications evaluate the resulting plan.
