The Western Mail reports today that Tom Middlehurst, the National Assembly's Secretary for the Arts, has announced the appointment of Richard Wallace to conduct the independent review of the Arts Council of Wales. After 20 years in the Department of Social Security, Mr Wallace moved to the Welsh Office in 1986. He retired in 1997 having spent the previous 7 years as principal finance officer.
