THE Arts Council for Wales has set out its action plan in a bid to regain some of the credibility lost with the publishing of a controversial report into its shortcomings. The Wallace Report was commissioned by Tom Middlehurst AM, the former secretary for Post-16 Education and Training whose portfolio also embraced the arts.
