Before the Assembly was willing to give money to enable the £92m project to get off the ground, the centre had to convince the culture committee that the scheme could be afforded. Grave reservations had been raised about the Cardiff Bay centre's ability to attract as many visitors and as much money as was necessary for it to pay its way, even with grant-aid.
