Cardiff's bid for Capiltal City of Culture is released     

Our vision for Cardiff is that of a network of creative people working with each other locally, regionally and globally; a place of cultural meeting and debate; a place where youth, innovation, cultural diversity and internationalism are celebrated.

Cardiff 2008 sees the six-year lead-time as an integral part of the process that will flower in 2005, Cardiff’s centenary, and come to fruition in 2008 in a year-long celebration of international quality.

• Cardiff is a young city and a youthful capital in a newly devolved Wales. It is a multi-cultural city in a polycentric nation engaging in the structures of the new Europe. Cardiff can lead the UK in profiling the role of cities in the future enlarged Europe.

• Cardiff 2008 will deliver an event that is European in its conception, its planning, its programming and its legacy. It will reflect the cultural values of the UK and Europe. By working with its international partners, Wales will be able to address major issues concerning all of Europe that will contribute to knowledge and practice for the 21st century.

• The themes for Cardiff 2008 place culture at the centre of the relationships of individuals to their communities, communities to their city and the city to its country. These issues are all the more pertinent as developments in technologies force us to rethink the role of cities. Our themes look at the city of the future as a place to work, to play and to debate.

• Cardiff 2008’s process in developing this proposal will be the blueprint for an inclusive, future-focused programme for 2008. It will reflect the cultural aspirations of the people of Cardiff and Wales and demonstrate the strength of its links with the rest of the UK, Europe and beyond.

• Cardiff 2008 will reflect the cultural values of inclusivity, respect for diversity, learning and growth. But we are doing more than creating a programme that involves a wide range of people and communities. We are using our networks within Wales and beyond to ensure that we share knowledge, extend ownership and deliver a programme that has the greatest impact possible.

• We will, by tracing links and renewing relationships, build on the wide community of friends and family that Cardiff and Wales have throughout the UK, Europe and beyond. We will involve these in the planning, creation and delivery of a programme over the next six years. The programme will include a number of joint ventures, co-productions, translations and exchanges, as well as performances and presentations that will tour or have a manifestation outside Cardiff.

• Cardiff 2008 understands the task that it faces. We can point to the strength of culture in our city already, but we know we have to dedicate new resources to a six-year development programme to deliver an exceptional celebration in 2008. We are poised to do this. We have a powerful partnership committed to delivering a successful strategy and to raising the bridge of funding.

• Cardiff already has a cultural infrastructure that has grown from very distinctive stories. New partnerships between the public and private sectors have been formed. The bold vision of the devolved administration, working with the City will deliver new inspirational and innovative spaces for cultural activity.

• Cardiff’s track record in hosting major international sporting, cultural and political events is outstanding. We have the capacity to mount a programme of European scope and scale.

• The rich heritage of Cardiff and Wales provides thematic links for our programme with the UK and Europe. Over the next six years, major areas of the city will be transformed. Cardiff 2008 will ensure that this transformation is one of culture as well as construction by working with the city and the private sector to engage artists and architects in the processes.

• The Welsh are one of the great story telling nations of the world. Added to this are the oral and literary traditions of those who made the city their home over the last 200 years. Here is the inspiration behind our drive to disseminate the Cardiff 2008 programme as widely as possible. As a networked nation, Wales has been at the forefront of the use of new information carriers to renew this tradition. Cardiff 2008 will build on this to develop innovative strategies for dissemination and audience development.

• European Capital of Culture will be a transformative experience for Cardiff and for Wales. Much has already been done, but in a young city, the potential for growth is enormous. The 2008 development programme is about
capacity building. As a result, a strengthened cultural economy will bring fulfilment, prosperity, jobs and community confidence in the years beyond 2008. This legacy will be shared not just by Cardiffians and the people of Wales but with all those with whom we work in the international spirit of the project.
