THE sound of a lone piper heralded another milestone in the construction of Wales's new international arts centre yesterday. Thirteen months after the ground was first broken at the Wales Millennium Centre site in Cardiff Bay, the men and women responsible for the £104.2m building's rapid rise above the surrounding rooftops gathered inside its developing frame for its "topping-out" ceremony. |
