Since its inception in 1999 Welsh Assembly Government spending on the arts has increased year on year. At the same time the downturn in income from the National Lottery is placing increasing pressure on project funding and highlights the need for sustainable arts ecology. More and more arts organisations are recognising their responsibility in redefining a post-industrial Wales, with all its challenges and opportunities. In this current climate Arts and Partnership the Second Annual Conference of The Arts Council of Wales is an opportunity to take part in the ongoing development of arts policy. It is appropriate that the theme for this year’s Annual Conference is partnership. Delegates along with ACW will be the guests of Denbighshire County Council at The Royal International Pavilion in Llangollen – itself an example of effective partnership and co-operation.

Can artists address social and economic concerns, if so who should fund this activity? Does the downturn in project funding signal the need for greater consolidated revenue funding? Can or should arts organisations work across traditional artform boundaries to explore new ways of working and contribute to the creation of a sustainable arts community? And with so many pressing demands on the public purse, is art anything more than an expensive luxury? These are just some of the questions that this conference will address.
