Roy Bohana joins in the criticism of the Arts Council of Wales

Letter from Roy Bohana, Deputy Director of the Arts Council of Wales 1982-95 and Music Director 1961-97, to the Western Mail:
With dismay I have followed recent events at the Arts Council Wales. Recently I received the Council's report for 1998-99 (April). This has led me to recall that, when first constituted in 1946 , the Arts Council (of Great Britain, as it then was) faced the dilemma of whether to "Spread or Raise"?. The decision was "to put standards first" since widespread diffusion would be liable to produce the dry rot of mediocrity.
The present Arts Council of Wales report gives details of the most extreme diffusion of resources. When the Council's grants from the government have been either at the rate of inflation, or less, for a number of years, such diffusion should be re-examined. High values in the arts can only be maintained on a restricted scale. They cannot be secured by ill-equipped teams of strolling players performing one-night stands in village halls.
When the Arts Council of Wales abandons its present policy, and restores standards as a priority, it will continue the illustrious achievements of the vast period of its history
