On re-reading parts of the strategy, I find myself unable to find out what is actually proposed, for TYP / YPT / TIE provision. Although the intent to replace 8 companies with 4 franchises is clear, the nature of the provision is not.According to schedule, these details will be released in the next few days, so we don't have long to wait. There is a clear dichotomy between the statement that the ACW commitment will not decrease, and the sums involved. Possibly the clue is in tne modifying phrase "will be no less than its support to the ypt / tie element". So does this exclude community work. I note from Our Tel's interview last year that he feels ACW should not fund work that is really the province of Education Authorities or Social Services- if this is the basis of the strategy, then the refusal of an authority to accept the new system and jointly fund a franchise, will leave the authority to fund the existing company alone, ACW to replace the authorities funding to the franchise, or the complete collapse of the system, leaving ACW to direct the released funds to a more appropriate recipient - possibly in NE Wales. The common assumption has been that 4 franchises = 4 TIE companies, but I can find no confirmation of this. If for example their was 1 english and 1 welsh in N.Wales, and 1 mostly welsh in SW, 1 mostly english in SE, then we could see CTC (Clwyd Theatr Cymru) , for example, applying for all 4 and winning 3. There is much talk of economies of scale and production values. Has anyone heard aught of Pandemonium recently? Over the years, the TIE companies have developed complex relationships with the education authorities in their areas, both about the work itself and the funding of it. Presumably if ACW are to franchise out their work, these details will in future be conducted by ACW. Since each franchise will de facto cover many L.A. areas, these will be long fraught and complex. This will probably involve a new department in ACW, with a director, officers, secretaries, cars, pensions etc. This increase in the establishment will be a further drain on resources, perhaps the loss of a few companies, but on the bright side, the senior management will probably be entitled to a salary increase to match the increase in the size of their establishment. |
