Arts Council of Wales response     

This is an extract from a letter sent from Mike Baker to Gwent Theatre (and I assume to all the other TIE companies in Wales)

I am writing to give you an interim report on the decisions of the Arts Council of Wales at its 19 March 1999 meeting

The Council considered responses to the Draft Drama Strategy expressed through 132 written responses, and in meetings with officers and n other occasions. Many of the views were passionate and constructive and it will take time for us to assimilate the many important and useful points made.

The Council agreed unanimously to proceed with the broad framework of the strategy as described in the Draft Consultation Paper. A further and final strategy will be published along with a review of the responses received.

The Council took careful note of views expressed on three particular issues and agreed to amend the Strategy accordingly:

there was a strong case made that theatre productions for people with disabilities were not sufficiently prioritised In order to ensure the continuation of expertise and opportunity in this field, Council agreed to reinstate Hijinx Theatre as a revenue client for 1999-2000 with a view to negotiating a two year funding agreement with this company
Council also took note of views concerning its proposals for theatre for young people. Local authorities, practitioners and many concerned with arts for young people accepted that change was inevitable. But it was also argued that more time is needed for ACW to work in partnership with others to achieve the best possible arrangement within the Strategy framework
Council has therefore decided to support the current eight company network for a full financial year to end March 1999 with the intention that its grant aid to a successor framework take effect from 2000-2001
Council also agreed to review the supply of professional productions to smaller communities which may be part of the national neighbourhood touring scheme. It is intended that this review be completed within six months

It is important for me to emphasise that my Council's amendments to the Draft Drama Strategy as regards theatre for young people will mean that ACW's commitment to the eight companies which form the current work will cease at the end of March 2000. We shall of course, be consulting further with companies, as with local authorities, on the design of the new arrangements
