Welsh Assembly Government review of the Arts Council of Wales - terms of reference agreed

Welsh Assembly Government review of the Arts Council of Wales - terms of reference agreed The Culture Committee today [23 March 2006] agreed the terms of reference for the Welsh Assembly Government review of the Arts Council of Wales.

The names of the five people who will undertake the review will be announced within the next fortnight. The review will start soon afterwards and will report to the Minister before December.

Alun Pugh said; "It's an important time for the arts in Wales. The Welsh Assembly Government invests £27 million of public money a year in the arts."

The Minister also confirmed that he would be appointing an interim chair for the Arts Council of Wales and that he/she would be in place by April 1st.

The Minister said: "Ministers are responsible for appointing chairs of public bodies and I am responsible for appointing a chair of the Arts Council of Wales. I will do so before April 1st and will make an announcement next week. The appointment will be an interim arrangement - it needs to be an interim arrangement because of the review. It would not be sensible to make a permanent appointment while the review is ongoing."

"The interim arrangements will be made within the terms of the National Assembly for Wales Code of Practice for Ministerial Appointments to Public Bodies".

Review of the Arts Council of Wales

1. Draft Terms of Reference for the review are set out below:

To produce a final report before December 2006, together with relevant evidence, designed to inform Assembly Government decisions on the future framework for funding arrangements which support the arts, including the role of the Arts Council of Wales (ACW).

The Review will advise the Minister for Culture, Welsh Language and Sport as regards :

a) The existing and future role of ACW in relation to :
•
its funding of the arts, including the national arts organisations ;
•
the development of the arts in Wales ;
•
the development of access and inclusion in the arts, and tacking social inequalities.

b) The roles of the Arts Council of Wales and Welsh Assembly Government in future, taking account of the need for :
•
democratic accountability ;
•
transparency and openness ;
•
artistic freedom ;
•
an environment within which the arts can develop in all parts of Wales ;
•
improving access to the arts and excellence in the arts ;
•
active management and development of arts funding recipients.

c) The funding of the arts in an international context :
•
levels of arts funding ;
•
funding mechanisms.

The report will set out conclusions and make recommendations.

2. Membership and Method of Working

The review panel will consist of five members. They will be appointed by the Government, and possible names have been discussed with Committee members.

The review panel will need to :
•
review and analyse the evidence base to ensure a sound basis for the development of policy recommendations ;
•
engage with a broad range of individuals and groups to explore a range of views on the role of ACW, and possible future approaches to the development of then arts ;
•
make policy recommendations to Government based on sound evidence and public consultation.

3. Panel members will need to possess the ability to take a broad overview of this area of public policy, including current developments in Wales, the rest of the UK and abroad. Members will also need to possess knowledge of the arts, and detailed understanding of government and the public sector. It will be important to ensure a balance of gender, ethnicity and geographical spread on the panel.

4. The Panel should engage directly in the public aspects of the review, i.e. :
•
engage with a wide range of arts practitioners and others in the sector, and also
•
conduct public discussion and thus engage with a wider range of views and opinions.

5. The Panel should demonstrate an engagement and understanding of the views of people and communities – an important element of the requirement for a "public review".
