Plaid to request urgent statement from Culture Minister on Arts Council     

Owen John Thomas AM, Shadow Culture Minister is to request a statement from the Assembly’s Culture Minister on how the Arts Council of Wales (ACW) will address the damning criticisms in the Auditor General for Wales’ report on its role in developing the Centre for Visual Arts in Cardiff (CVA). The report published today (Thursday) reveals that ACW awarded lottery money to the CVA without making adequate consideration of the application and failed to exercise proper oversight of the project.

Owen John Thomas said:

“The report on this whole sorry episode makes very depressing reading. Serious questions need to be asked now on the future of ACW as a grant-making body. I will be asking the Culture Minister, Jenny Randerson AM to make a statement on what significant changes have been made to ACW Lottery grant procedures and monitoring and what assurances have been given so that similar mistakes do not occur again. The management of this application by ACW was appalling and leaves me feeling dubious about their ability to lead and develop major arts projects in Wales. They must inform the Assembly’s Audit Committee of their response and persuade the Assembly that significant changes have been made in their evaluation and monitoring of major lottery applications.”

“Wales needs a centre of excellence to display the best of Welsh contemporary art and I hope that this episode will not deter other initiatives and that funding can be invested in the future to promote exhibitions by Welsh artists in the capital city. Discussions need to continue on the future of the CVA building and an alternative gallery proposed so that Wales doesn’t lose out in the visual arts. The Welsh cultural map needs to be complete in time for the bid for European Capital of Culture in 2008.”
