Apologies for the delay. I think that some of the issues you raise will not be clarified until the supplementary guidance is received, and any answer to the questions will be speculative. However, I will attempt to answer those questions where there is clarity or offer some thoughts on the questions where I can.
Firstly, I understand that as of the moment, the £100,000 is a grant for this year only. ACW does not propose that the overall £250,000 available this year should be split between production and presentation, so the question regarding which element it is drawn from is not applicable. The Council is preparing a consultation document on the use of the Arts outside Cardiff money which will include proposals for the use of the balance of the £250,000 in the current year.
ACW expects that the grant will form a supplement to the funding agreement with CTC, and once this has been confirmed, would expect to enter into discussions regarding the details of the tour, both in terms of the work to be produced and the venues to be visited. On this assumption, the work produced will be subject to monitoring in the usual way.
ACW was notified of the Minister's decision, prior to its announcement. The Minister has made plain that he believes that the decision is entirely consistent with the strategic framework, and in particular, the promotion of access to the arts by people in deprived communities. As the Minister is exercising powers within the framework of the Government of Wales Act, the framework for scrutiny and accountability is through the mechanisms of The National Assembly, and ultimately through the democratic process.
I would expect the supplementary guidance to relate to the current year only. Any further guidance will most probably be contained within the next Remit Letter for 2005/6 and subsequently.
