WRITTEN ASSEMBLY QUESTION
TABLED ON 27 APRIL 2004
FOR ANSWER BY THE MINISTER FOR CULTURE, WELSH LANGUAGE AND SPORT
ON 5 MAY 2004
Lisa Francis (Mid and West Wales); Has the Arts Council for Wales been informed of the details of the productions and tour that the Clwyd Theatr Cymru intends to present to selected deprived communities in Wales. (WAQ34836)
Lisa Francis (Mid and West Wales); To which deprived communities does the Clwyd Theatr Cymru intend to present their productions and tour. (WAQ34837)
Alun Pugh:
The management of Clwyd Theatr Cymru is in discussion with potential venues and will confirm the tour details and productions soon.
Lisa Francis (Mid and West Wales); From what element of the Arts outside Cardiff scheme is the £1,000 awarded to Clwyd Theatr Cymru’s mobile theatre proposal being allocated. (WAQ34839)
Lisa Francis (Mid and West Wales); Will the £1,000 awarded to Clwyd Theatr Cymru’s mobile theatre be drawn from the proportion of the fund earmarked for productions or from the significantly greater amount earmarked for theatre venues. (WAQ34840)
Alun Pugh:
The grant of £100,000 to the mobile theatre accords with that element of the “Arts outside Cardiff” initiative which seeks to take micro-productions and performances to smaller and non-traditional venues such as community centres.
Lisa Francis (Mid and West Wales); Will the Clwyd Theatr Cymru be subject to the usual Arts Council for Wales monitoring and reporting in respect of the £100,000, or will this role be undertaken by the secretariat of the Culture Minister. (WAQ34834)
Lisa Francis (Mid and West Wales); What role does the Minister see for the Arts Council for Wales in the appraisal of the project once it is completed, or will the Arts Council for Wales determine this. (WAQ34835)
Alun Pugh:
The Arts Council of Wales will administer the grant on my behalf and will undertake monitoring and reporting. Clwyd Theatr Cymru will have to submit to the Arts Council interim and final reports showing the extent to which the agreed objectives for the project are being and were achieved.
Lisa Francis (Mid and West Wales); What assurances have the Arts Council for Wales sought and received that the award to Clwyd Theatr Cymru does not bind the Arts Council of Wales to further financial commitments to the venture in subsequent years of the scheme. (WAQ34838)
Alun Pugh:
The grant is for the financial year 2004-05 only. The grant conditions make clear that the award should not be deemed to imply any guarantee that grant will be awarded for subsequent years.
Lisa Francis (Mid and West Wales); What mechanism is in place (formal or informal) to ensure that decisions the Minister takes in respect of grant aiding are made within the context and within the framework of the Arts Council for Wales’s wider cultural strategy in Wales. (WAQ34830)
Alun Pugh:
All decisions on Assembly Government and Arts Council of Wales funding of the Arts in Wales are taken with reference to the policy framework set out in the Assembly Government ‘s strategic culture policy Creative Future : Cymru Greadigol.
